The Rise In Tuition Fees: What Is UK Education Going To Look Like?
25 years ago, university students in the UK paid no fees for their first degree. But as a higher percentage of the population were enrolling in university, this was not a situation that could endure. As a consequence of these constraints, priorities were re-examined, and the Government decided graduates must contribute to the cost of their education. Where previously the government had paid to educate UK undergraduates, now the students would be liable (via a student loan) for their tuition fees. The amount Universities could levy was limited, but in 2012 this 'cap' is set to be increased threefold. Despite assurances that only elite institutions would dare to charge the maximum universities like Bournemouth and Hull are charging the same as Cambridge and Bristol – for the same courses! The reason is they themselves have had their central government grants reduced.
Slashing the higher education budget whilst raising the ceiling on University fees was only ever going to have one result: higher student debt, as University Boards naturally wished to avoid laying off faculty. Exponential fees inflation is likely to have consequences beyond the anticipated changing of the student demographic. What, where and how people study will change also.
At the very top universities there will be few noticeable changes. Attending such places is seen as conferring a high chance of future success. Competition to climb aboard the gravy train will remain. Beneath this rarefied strata however, widespread changes in the market are bound to occur. The most far-reaching change will be wrought not on the size of the sector but on the nature and form of the provision it offers.
To begin with, student attitudes are sure to change. They will need to be more fully assured of the value of what they're purchasing. Is this course going to equip me with the skills and knowledge needed to pay it?' 'Will it give me the rewards that make the sacrifice of study worthwhile?' 'Will the benefits I derive make the debt a burden worth taking on?' Vocational and business courses will see applications rise as real-world relevance is foregrounded.
With the high cost of living and depressed job market, users will inevitably also be looking to combine work with study. Many will decide to work first and save money prior to study, or maybe study part-time. HND courses for instance, which are able to be upgraded into a degree with further study, may be seen as the smart option.
Much cheaper, such courses can also be studied online, and will appeal to these more selective consumers. Instead of doing all their education during their youth, when students often fail, academically, to do themselves justice, people will come to view education as a continuing process, with online courses likely to supersede in many areas.
The student of the future will be cost-savvy, putting flexibility and usefulness over tradition. How universities respond to these changing attitudes will dictate whether they maintain their strength or are usurped by new, fast-moving competitors. Inevitably, distance learning courses will increase in popularity.
